CALAPAN CITY — About 100 persons deprived of liberty (PDLs) at the Bureau of Jail Management and Penology (BJMP) in Bansud District Jail availed cash benefits under the second phase of Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (Tupad) program of the Department of Labor and Employment (DOLE).

BJMP Mimaropa information officer Jail Officer 3 Joefrie Anglo said in a statement on Sunday, March 30, that the PDLs were not assigned the usual tasks given to most Tupad beneficiaries which usually consist of community improvement projects.

"Instead, they were hired by the government for 10 working days to learn necessary skills on table skirting and napkin folding and in the long run, create sustainable livelihoods and jobs," explained Anglo.

The BJMP has been persistent in implementing the government's emergency employment program in the region not only to aid PDLs with immediate financial assistance but also help them develop skills for sustainable employment, added Anglo.

One of the recipients, Rolando (not his real name), expressed joy and thanked DOLE for the cash which he said he will send to his family.

Acting district warden Senior Inspector Nelmar Malimata, in a separate statement, emphasized to the beneficiaries that the government will provide assistance regardless of the status, and that every individual is worth the second chance.

"The Tupad wages could be used to support the PDLs' loved ones or serve as their initial personal investment upon their eventual release," Malimata said.

All Tupad beneficiaries also attended an orientation facilitated by DOLE-Calapan and PESO-Bansud to understand assigned duties and contract obligations.

Each beneficiary receives a minimum wage of P395 per day, based on the region's standard eight-hour workday wage in Mimaropa.
