The operation was led by the Philippine Drug Enforcement Agency (PDEA) and Angeles City Police Office-Drug Enforcement Unit in collaboration with various government agencies including the AFP-Counter Intelligence Group, PNP Information Technology Management Service, Regional Intelligence Division, Regional Police Drug Enforcement Unit 3, and Regional Intelligence Unit 3.

The arrested suspects were identified only by their aliases as Wang, 31, a resident of Clark, Pampanga; and Shania, 24, a resident of San Sebastian, Tarlac City.
