SAN FERNANDO CITY , Philippines —  The mayor of Porac in Pampanga on Monday started serving the 90-day suspension imposed against him by a local court for allowing the operation of a Philippine offshore gaming operator or POGO hub in his jurisdiction.

This developed after the Department of the Interior and Local Government (DILG) served an order issued by Judge Josephine Advento of the Regional Trial Court Branch 265 suspending Porac Mayor Jaime Capil on Feb. 23.

Capil’s daughter, Vice Mayor Jen Capil, assumed the post vacated by her father.

Capil was charged with fraud when he granted a business permit to the Lucky South 99 Outsourcing Inc. even as the company was not entitled to a permit.

The court said Capil gave unwarranted benefit, advantage and preference to Lucky South when he approved the permit.

The Presidential Anti-Organized Crime Commission raided the POGO hub located in Barangay Sta. Cruz in 2024, and filed criminal cases including seven counts of violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

In October 2024, the Office of the Ombudsman issued a preventive suspension order against Capil, then vice mayor Francis Laurence Tamayo and the members of the Sangguniang Bayan for gross neglect of duty.

The ombudsman said there was sufficient proof showing Capil violated the law when he granted the business permit to Lucky South 99.
