MANILA, Philippines – Early travelers gathered at a bus terminal in Quezon City on Monday, heading to their provinces as early as possible to avoid the Holy Week rush. Among them was Carmen Pepito Dela-Cruz, 53, who has been staying at the Victory Liner Terminal Cubao since the weekend. But unlike most passengers, she has
