BACOLOD CITY, Philippines — The murder of a town police chief and his two officers as well as a woman in Sibulan, Negros Oriental was caused by alcohol intoxication and a personal grudge, the Philippine National Police said yesterday.
PNP spokesman Brig. Gen. Randulf Tuaño said the incident was sparked by an argument involving the woman.
Tuaño said that S/Sgt. Bonifacio Saycon may have suspected that his superior, Sibulan police chief Capt. Jose Edrohil Cimafranca, along with Senior M/Sgt. Tristan Chua and Pat. Rey Albert Temblor were conspiring against him.
Tuaño cited an alleged unsigned statement of Saycon, which is being treated by the PNP as an extrajudicial confession.
Video footage of a closed-circuit television camera showed that Saycon first shot dead Sheila Denauanao in a restaurant where he and fellow officers were having a drinking session.
Cimafranca arrested Saycon, but on their way to the police station, the suspect allegedly shot him and two other officers dead.
The incident prompted acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. to urge police commanders to regularly monitor their subordinates.
Records showed that Saycon had a previous administrative case for grave neglect of duty caused by his failure to attend a court hearing.
