MANILA, Philippines — Around 131 local government units (LGUs) across the country will face charges over non-compliance with the Ease of Doing Business law, the Anti-Red Tape Authority said yesterday.
At a Palace briefing, ARTA director general Ernesto Perez said the agency has issued notices to 131 LGUs to explain their non-compliance with the directive, particularly on the establishment of the electronic-Business One-Stop Shop or e-BOSS.
“Expect the filing of cases against 131 LGUs within the week or next week,” Perez said.
He said President Marcos has issued a strong directive for all government processes to be streamlined and digitalized.
“The heads of agencies, the mayors are responsible for not complying with the Ease of Doing Business Law. And because they did not respond, that is our legal basis. We are not afraid to sue them because we have a legal basis for it,” Perez said.
The e-BOSS aims to streamline and automate processes in LGUs.
Perez noted the e-BOSS has allowed LGUs to issue business permits in a matter of minutes. He said the number of permits issued rose by 62 percent.
“Ten minutes for instance in Malabon and in Navotas, five minutes in Valenzuela to get a business permit,” the official said.
However, Perez noted that out of the 1,642 LGUs, only 115 are e-BOSS compliant.
In Metro Manila, only the municipality of Pateros has yet to implement the e-BOSS, he added.
Perez said more Filipinos have access to the internet, and speeds in the country have also improved.
“Not having an internet connection is not an excuse, because we will make sure that those who we sue will not use that as an excuse,” he said.
Perez said all LGUs should be compliant with e-BOSS by 2028.
Meanwhile, ARTA is set to launch the Philippine Ease of Doing Business Reform Guidebook on May 22.
“I think we are the only country in the world that will have a formal ease of doing business roadmap,” Perez said.
ARTA is leading the first celebration of the Ease of Doing Business Month this May under the theme “Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas.”
Marcos signed Proclamation 818 in March this year, declaring the month of May of every year as Ease of Doing Business Month.
