MANILA, Philippines — The Court of Appeals (CA) has denied the motion of the co-accused of doomsday preacher Apollo Quiboloy, Ingrid Canada, for bail on the trafficking case she is implicated in. 

In a four-page order dated November 28, the appellate court denied Canada’s Petition for Certiorari, assailing the dismissal of her bail by the Pasig City Regional Trial Court Branch 159 over the qualified human trafficking case. 

The CA ruled that Canada’s petition warranted an "outright dismissal" because it was "belatedly filed and being procedurally infirmed."

Faulty filing, omissions. The appellate court noted that the deadline for filing the petition was Oct. 27, 2025. 

While Canada sent the petition on time, she coursed it through a private courier. The CA, citing a Supreme Court ruling, said that initiatory pleadings must be filed personally or by registered mail to determine their timeliness. 

Treating the filing as ordinary mail, the court said it was received only on Oct. 29, 2025—two days beyond the 60-day reglementary period—rendering the petition “filed out of time.”

The appellate court also faulted Canada for failing to include the "People of the Philippines" as a respondent in her special civil action. It is an "indispensable party" in such a case, and its omission was a "fatal" mistake, the resolution stresed.

“Verily, the omission of the People of the Philippines from the petition was fatal,” the resolution read.

Incomplete records cited. The appellate court also pointed out that Canada failed to attach "clear and legible copies" of two material portions of the records. 

One of which is her original petition for bail and her motion for reconsideration with tender of evidence. 

Canada is Quiboloy’s co-accused in the qualified trafficking in persons and sexual abuse cases on the alleged actions of the preacher and his “church,” the Kingdom of Jesus Christ.
