MANILA, Philippines — Ministers and heads of disaster management agencies from the Association of Southeast Asian Nations will gather in Manila for the two-day ASEAN Ministerial Conference on Disaster Resilience (AMCDR) starting today.

Hosted by the Office of Civil Defense, the conference is being convened in its capacity as the Philippines’ National Disaster Management Office.

The conference will focus on how ASEAN countries can translate regional and global disaster resilience commitments into implementation, covering disaster risk reduction, preparedness, anticipatory action, emergency response, recovery, financing, innovation and whole-of-society resilience.

The AMCDR is a flagship event of the 2026 ASEAN under the chairship of the Philippines.

Among the speakers are Defense Secretary Gilbert Teodoro Jr. and Maria Antonia Yulo-Loyzaga, special envoy of the president on disaster risk reduction and management.
