BAGUIO CITY, Philippines — The United Nations Office for Disaster Risk Reduction (UNDRR) has named Baguio City as a “Resilience Hub.”

Baguio is the second local government unit (LGU) in the Philippines to earn the title, after Makati.

The UNDRR named Makati as the first Resilince Hub in the Philippines and Southeast Asia in September 2022.

Mayor Benjamin Magalong on Thursday received the designation,which placed Baguio among top disaster-ready cities in the region, ranking fourth in Asia and seventh in the Asia-Pacific.

The title underscores the city’s compliance with global standards under the “Making Cities Resilient 2030” initiative, and is achieved four years ahead of schedule.

Baguio’s journey toward resiliency began in 2021 through trainings backed by the UN.

The city underwent a stringent evaluation process, using a 10-point resilience scorecard, progressing from self-assessment to tighter monitoring of disaster risk programs and systems.

As a Resilience Hub, the city will mentor other LGUs about early warning systems, smart command center models, community-based risk assessments and regional knowledge exchanges.

Magalong credited the members of the city’s disaster council for developing what he described as a data-driven and inclusive approach to resilience.
