BAGUIO CITY — The Summer Capital received recognition for its commitment to quality management for the year 2024 under the Philippine Quality Award (PQA) Regionalization Program.
Mayor Benjamin Magalong and planning officer IV Georgina Ngolab of the City Planning Development and Sustainability Office received the award on March 18 during the Regional Development Council 1st Quarter Meeting.
The award meant the city hurdled the first level of the PQA Regionalization Program that qualifies the city to the level 2 and to the national PQA award.
Managed by the Department of Trade and Industry (DTI), the PQA is considered "the highest level of national recognition for exemplary organizational performance" that is "equivalent to the prestigious Malcolm Baldrige National Quality Award in the US and the National Quality Awards nationwide."
According to the DTI, the PQA Regionalization Program "entails provision of technical assistance which includes capacity-building seminars and consultancy services offered by DTI to the participating candidates vying for PQA Levels 1 and 2."

Participating local government units undergo self-assessment sessions using PQA-based tools allowing for adoption of PQA framework, improvement of processes and organizational results, and aspiring for higher PQA award.
The assessment determines important features of the organization, level of compliance to the same values and beliefs of high-performing organizations and assessment on the current processes being implemented in the organization.
It utilizes seven core values, namely leadership (senior leadership and governance and societal responsibilities); strategy (development and implementation of strategies); customer (customer voice and engagement); measurement (analysis and knowledge management of organizational performance, information and information technology); workforce (workforce environment and engagement); operations (work process and operational effectiveness); and results (product and process results, customer-focused results, workforce-focused results, leadership and governance results, financial and market results).
The Summer Capital fared well in all the categories.
