BAGUIO CITY, Philippines — After going through a five-year process, the city government sealed a landmark public-private partnership with Megawide Construction Corp. for the development of the Baguio City Integrated Terminal – the city’s first major infrastructure project under a PPP scheme.
Mayor Benjamin Magalong and Megawide chief business development officer Jaime Raphael Feliciano signed the 40-year lease contract on Wednesday, formally clearing the way for the proposed P1.186-billion transport hub.
The signing capped a rigorous process that began in 2020 and was described by officials as among the most exacting PPP undertakings at the local level.
Rizza Blanco-Latorre, PPP Center executive director, congratulated the city government and Megawide, as she cited the extensive technical, legal and policy work behind the project.
Feliciano said the scrutiny resulted in a balanced and transparent agreement, likening the process to “going through a needle’s eye.”
He assured the public that Megawide would deliver a world-class intermodal terminal, drawing from its experience in building the Parañaque Integrated Terminal Exchange or PITX and Clark International Airport.
Vice Mayor Faustino Olowan, speaking for Magalong, said the difficult process produced an equitable contract, but added that preparations must continue, including site development in Barangay Dontogan along Marcos Highway before construction can begin.
“We have complied with all requirements, but there are more things to do,” Olowan said.
The Baguio integrated terminal is expected to decongest traffic in the central business district by serving as a transfer hub for provincial buses and integrating other public utility vehicles in the city.
Megawide said the facility would feature modern passenger amenities and generate jobs and revenues, adding that all assets would be turned over to the city at the end of the 40-year lease.
