The “City of Life” south of Metro Manila officially kicked off its three-day Araw ng Biñan 2026 celebration today—marking the city’s 16th Cityhood Anniversary, 81st Liberation Day and 279th Founding Anniversary.

The festivities began with a Thanksgiving Mass, followed by an Opening Ceremony and the Grand People’s Parade, which brought together officials, local organizations, schools and residents in a citywide show of pride and unity.

The day continued with a press conference hosted by the City Information Office (CIO), where the city’s leaders—Biñan Lone District Rep. Walfredo Dimaguila Jr., Mayor Angelo Alonte and Vice Mayor Jonalina Reyes—outlined key accomplishments and unveiled Biñan’s priority programs for 2026.

Health, housing and social services

“Prayoridad natin ang kalusugan ng bawat Biñanense,” Alonte said, sharing that health remains at the core of the city’s development agenda.

In his first months as mayor, the city government has already established a Dialysis Center and broken ground for the Biñan City Cancer Institute.

Alongside medical missions and other healthcare programs, major initiatives moving forward include the regularization of health workers, including the creation of permanent plantilla positions for doctors and medical staff to ensure stable, quality public health services.

On housing, Alonte announced milestones in the city’s socialized housing program, with the turnover of housing units in projects such as Molave Townhomes and Acacia Estates. Beneficiaries are expected to receive keys to their new homes as part of the anniversary activities.

Social protection programs also featured prominently, particularly the city’s local pension program for senior citizens, which Mayor Alonte authored during his term as vice mayor.

“Ang gusto natin ay lahat ng senior citizens sa Lungsod ng Biñan ay makatanggap ng pension—walang maiiwan,” Alonte said.

Expanding access to education

Education remains another major pillar of the city’s agenda, with Mayor Alonte citing increased support for public school teachers, expanded Grade 11 and Grade 12 voucher programs, and continued academic assistance for student-athletes and talented youth.

He announced plans for the establishment of a Biñan City College, which will provide affordable, quality tertiary education for students, particularly those from indigent families.

The city currently has scholarship partnerships with state universities (e.g., Polytechnic University of the Philippines–Biñan) and private schools, but the proposed city college aims to widen access to higher education within Biñan itself.

“Gusto nating lahat ng kabataan sa Lungsod ng Biñan ay makapag-aral nang libre para matugunan, matulungan ang bawat pamilya, especially the indigent families. Kasi meron talagang mga masisipag na bata na hindi kayang paaralin ng kanilang mga magulang,” the mayor said.

In line with this, Vice Mayor Reyes detailed proposed ordinances institutionalizing education and childcare facilities, including early childhood care centers for the children of city government employees, to support working parents and promote early learning.

Smart, green and resilient Biñan

Mayor Alonte also outlined several forward-looking initiatives that position Biñan as a smarter and more sustainable city.

Among these is Project Sweepers, a program combining environmental protection, waste management, and livelihood by promoting recycling and community-based waste solutions.

Traffic and public safety are likewise set to benefit from the rollout of AI-powered smart traffic lights, expanded CCTV coverage and upgrades to the city’s Command Center. These initiatives aim to improve real-time monitoring, emergency response and crime prevention.

Vice Mayor Reyes said the City Council will support these initiatives through ordinances institutionalizing the Biñan Smart City Master Plan, digitalized and centralized government services, and a unified beneficiary registry to ensure efficient and transparent distribution of social services.

“Layunin ng centralized system na matiyak na tulong ay napupunta sa tunay na nangangailangan, maiwasan ang padoble-doble at mapabilis ang serbisyo,” Reyes explained.

Flood control, infrastructure and disaster preparedness

Representative Dimaguila highlighted major national and local infrastructure projects benefiting Biñan, including road widening, new school buildings, multi-purpose facilities and drainage systems across several barangays.

A key focus of his presentation was the city’s flood mitigation efforts, particularly the development of pumping stations designed to significantly reduce prolonged flooding in flood-prone areas such as Barangay Dela Paz and nearby communities.

According to Dimaguila, improved flood control systems have already shortened flood duration from several months to a matter of days.

“Dati, inaabot tayo ng tatlo hanggang anim na buwan na baha. Ngayon, kaya na itong pababain sa loob ng limang araw,” the lawyer congressman said.

He added that the city government will continue to push for the approval of a long-term solution—the proposed spillway connecting Laguna de Bay to Manila Bay—which is seen as a critical national infrastructure project to permanently ease flooding in lakeshore communities.

In line with disaster resilience efforts, Vice Mayor Reyes noted ongoing initiatives to establish dedicated evacuation centers in every barangay, reducing reliance on schools during emergencies and ensuring safer, more organized disaster response.

“With strong coordination between the local government, the City Council and our congressional representation, we are turning plans into programs and programs into concrete services,” Reyes said.

As Biñan celebrates nearly three centuries of history, city leaders emphasized that the anniversary is not only a time for remembrance but also a moment to reaffirm the city’s future direction.
