MANILA, Philippines — Bangko Sentral ng Pilipinas Gov. Eli Remolona Jr. will respond to criminal complaints filed by lawyer Mans Carpio, husband of Vice President Sara Duterte, the central bank said.

In a statement Monday, April 27, the BSP said Remolona has yet to receive a copy of the complaint.

"The Bangko Sentral ng Pilipinas (BSP) takes note of recent reports regarding the filing of a case against the BSP Governor," it said shortly after Carpio filed the complaints.

"We emphasize that the BSP and the Anti-Money Laundering Council (AMLC) continue to perform their mandates in accordance with law, guided by independence, professionalism, and due process," it added.

Carpio named Remolona in his capacity as ex officio chair of the AMLC.

He filed complaints alleging violations of the Anti-Money Laundering Act, the Bank Secrecy Law and the Data Privacy Act over the disclosure of bank records during House proceedings earlier Monday.

Those included in the complaint are AMLC Executive Director Ronel Buenaventura and members of the House Committee on Justice: Reps. Gerville Luistro (Batangas), Percival Cendaña and Chel Diokno (Akbayan party-list), and Leila de Lima (Mamamayang Liberal party-list).

Allegations over bank disclosures

Carpio argued that Remolona, as AMLC chair, had a legal duty under the Anti-Money Laundering Act to protect confidential financial information.

By allowing the disclosure of bank transactions during a House Committee on Justice hearing, Remolona is accused of violating that duty.

"Acting illegally, criminally and feloniously rendering them PRIVATE CITIZENS, respondents Remolona and Buenaventura, as AMLC Chairman and recently appointed Executive Director, had the duty to preserve and protect any and all informations received by them and the AMLC," Carpio said in the complaint.

"However, in blatant disregard of their sworn duty as mandated by AMLA, respondents publicly reported and divulged alleged various transactions involving my and my wife VP Sara's bank accounts," he added.

During the committee's hearing on Tuesday, April 22, the AMLC said accounts linked to Duterte and Carpio were involved in transactions totaling P6.77 billion from 2006 to 2025.

Of the total, P3.77 billion was linked to Duterte's accounts, while P2.99 billion was linked to Carpio's, based on the AMLC disclosure.

No charges have been filed in court as of posting, and those named are presumed innocent unless proven guilty.
