MANILA, Philippines — The Commission on Appointments (CA) yesterday confirmed the ad interim appointments of Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling and Department of Foreign Affairs Secretary Ma. Theresa Lazaro.

Aliling and Lazaro attended the CA hearings and were approved at both the committee and plenary levels.

Lazaro was cited for her role in talks with Beijing during the China-Philippines Bilateral Consultation Mechanism amid the West Philippine Sea dispute.

Aliling, meanwhile, vowed to improve efforts in reducing the housing backlog.

They were among the newly appointed officials following President Marcos’ recent Cabinet revamp.

Fifty-nine foreign service officials and 118 generals, flag officers and senior officers of the Armed Forces of the Philippines were also confirmed by the CA yesterday.

However, Presidential Communications Office (PCO) Secretary Jay Ruiz and Department of Information and Communications Technology (DICT) Secretary Henry Aguda were bypassed after they were not called back by the CA following the suspension of their confirmation hearings last week due to a lack of material time.

This means their ad interim appointments were bypassed by the powerful body because they were not scheduled before the 19th Congress adjourned its session yesterday, according to CA member Sen. Joel Villanueva.

During their CA hearings last week, Aguda said his courtesy resignation from the DICT was declined by President Marcos.

Ruiz, meanwhile, said his courtesy resignation has not yet been accepted by the President.
