Cabral files: OSAP denies tagging president’s office as proponent

MANILA, Philippines — The Office of the Special Assistant to the President (OSAP) on Thursday denied claims that it had identified the Office of the President (OP) as the alleged proponent of Department of Public Works and Highways (DPWH) projects reportedly listed in the “Cabral files.” The Cabral files are documents allegedly from the late former
