The Court of Appeals (CA) has temporarily stopped the enforcement of the six-month preventive suspension order issued by the Office of the Ombudsman against outgoing Cebu Gov. Gwendolyn Garcia, just three days after the May 12 polls.
In a resolution dated May 15 and released by the Cebu provincial government's public information office on Friday, the CA granted a 60-day temporary restraining order (TRO) in Garcia's favor.
In April, The Ombudsman ordered the preventive suspension of Garcia in relation to complaint filed against her involving a desiltation project at the Mananga River in Talisay City, Cebu.
The project allegedly pushed through without an Environmental Compliance Certificate (ECC), Certificate of Non-Coverage (CNC) from the Department of Environment and Natural Resources (DENR), or consultation with concerned government agencies.

Garcia made her first public appearance since the elections on Friday, standing before an audience at the R'Cebu Expo in Robinsons Galleria Cebu to personally read the CA resolution.
The governor lost her reelection bid for a sixth term to Pamela Baricuatro.
