Planes land and take off at the Ninoy Aquino International Airport in Pasay yesterday. The Civil Aeronautics Board has said it will raise the passenger fuel surcharge to Level 8 starting April 1 to 15, up from Level 4 in March, increasing domestic flight fees to P254-P787 from P117-P342, and to P835.05-P6,208.98 for international flights, depending on distance.

MANILA, Philippines — Budget carrier Cebu Pacific is cutting its international flight volume to reduce fuel consumption, a move that would hurt travelers from provinces.

Route suspension and flight reduction will be undertaken in a handful of flights from Cebu, Clark, Davao, Iloilo and Manila to cut fuel expenses, Cebu Pacific said.

“These changes are driven by the impact of the crisis on global fuel prices, which have more than doubled compared with their 2025 averages,” it said.

Services between Davao and Bangkok will be suspended from April 13 to Oct. 23.

By then, Davao will be served by just one international flight from Cebu Pacific: the thrice-a-week flight to Hong Kong.

Cebu Pacific is calling off flights between Iloilo and Bangkok from April 17 to Oct. 24. It will strip Iloilo of weekly connections to Singapore from June 15 to Oct. 24.

Similar to what will be done to the Davao hub, Cebu Pacific will keep just one overseas flight for Iloilo: the thrice weekly departure to Hong Kong.

The Gokongwei-owned airline will stop Clark services to Hanoi between May 2 and Oct. 25, reducing its global reach from the hub to four: Bangkok, Hong Kong, Singapore and Tokyo.

The flight reduction in Cebu Pacific’s provincial hubs means travelers have to come to Manila first if they want to go to the international destinations.

From Manila, Cebu Pacific is decreasing flights to Jakarta to four times weekly from April 16 to Oct. 25.

It will trim Manila services to Kuala Lumpur to five times a week by April 15 until Oct. 24.

The airline is bringing down Manila departures to Melbourne to four times weekly on certain periods of May.

Cebu Pacific’s Sydney flights were also affected, decreasing to five times weekly in May.

Passengers affected by flight changes can rebook for free within 30 days from the original schedule, convert the value of their ticket to travel credits or request for a full refund of their fare, Cebu Pacific said.
