TAGBILARAN CITY, Bohol — Anticipating the potential return of El Niño, the provincial government of Cebu is stepping up efforts to secure water supply and cushion communities from the impact of prolonged dry conditions. Governor Pamela Baricuatro said the province is pursuing a comprehensive strategy that combines emergency response measures with long-term infrastructure development to
