MANILA, Philippines — Charging higher fares to passengers based on their size or weight is illegal and discriminatory, the Land Transportation Franchising and Regulatory Board (LTFRB) said
The agency issued the warning to public utility vehicle (PUV) drivers and operators on Saturday, May 24, after receiving complaints that plus-size commuters were being asked to pay more than the standard fare.
LTFRB Chair Teofilo Guadiz III slammed the practice, calling it aBo clear violation of transport regulations and basic human rights.
“Regardless of a passenger’s size, the fare covers one person. This practice of overcharging is not only unlawful—it is discriminatory and fundamentally unjust,” Guadiz said in a statement posted on Facebook.
He added that public transportation should be "accessible and respectful" to all passengers, saying that discrimination has no place in the country’s transport system.
“PUV drivers and operators found guilty of such practices will be held accountable and face appropriate sanctions,” Guadiz said.
Violators may face sanctions, including fines, suspension, or even the revocation of their franchise, according to LTFRB guidelines.
The agency also called on the public to report incidents of overcharging or discrimination through its hotline 1342, official social media channels, or by email at [email protected].
The enforcement effort supports President Ferdinand Marcos Jr.’s directive to promote inclusive and dignified public services for all Filipinos, the LTFRB said.
