MANILA, Philippines — A Chinese national arrested for allegedly using fake Philippine documents is not connected to the Manila city government.

Questions about Peter Zhuang’s acquisition of documents should be directed at an official of the previous administration under Honey Lacuna, city administrator Eduardo Quintos XIV said.

Quintos is referring to former city administrator Bernardito Ang.

Immigration officials apprehended Zhuang on March 30 for misrepresentation and possession of fraudulent documents.

Zhuang is “not, in any capacity whatsoever, connected, affiliated, employed, engaged or authorized by the city government under the present administration,” Quintos said.

Identification cards, certifications or documents purportedly issued in Zhuang’s favor are “beyond the authority, participation and official knowledge of the present administration,” Quintos said.
