MANILA, Philippines — A 28-year-old patrolman was arrested in Parañaque on Thursday, December 25, after allegedly firing his gun in front of minor children when he confronted them for their use of firecrackers.

The National Capital Region Police Office (NCRPO) condemned the patrolman's action, saying it is unbecoming of a policeman to abuse his license, resort to violence and spread fear.

“Walang puwang sa PNP ang anumang uri ng pang-aabuso, lalo na kung ang biktima ay mga bata. Ang pagiging pulis ay hindi lisensya para manakot o gumamit ng dahas. We will ensure that the law is applied equally, regardless of rank or position,” Police Major General Anthony Aberin said in a statement.

(There is no place in the PNP for any form of abuse, especially when the victims are children. Being a police officer is not a license to threaten or use violence. We will ensure that the law is applied equally, regardless of rank or position.)

The NCRPO promptly acted on the reported incident after a complaint for grave threats under Republic Act 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act, was filed on Christmas Eve.

The patrolman also faces charges for violating Republic Act 11926 over the indiscriminate use of a firearm.

According to the report, three minors aged 10, 12, and 15, accompanied by their guardians, reported the incident to the Sun Valley Police Sub-Station in Parañaque after the patrolman allegedly fired his gun in front of them, causing fear, shock and emotional distress.

The patrolman, who was reportedly assigned to the maritime group and an active member of the Philippine National Police (PNP), was immediately taken into custody at around 12:10 a.m.

Among the items recovered were a PNP-issued firearm, a loaded magazine with three rounds, a spent 9mm casing, and the patrolman’s identification card.

The NCRPO said the patrolman will stay in detention pending court proceedings, and while the PNP conducts its own administrative proceedings.
