Civil forfeiture cases loom despite Cabral’s death

MANILA, Philippines – The government is looking at the possibility of filing civil forfeiture cases against former Public Works Undersecretary Maria Catalina Cabral, who died Thursday. Cabral , who was linked to anomalous flood control projects, was found unconscious and unresponsive on the banks of Bued River below Kennon Road. She was eventually declared dead.
