TACLOBAN CITY — Classes and government work were suspended in Southern Leyte and several other parts of Eastern Visayas on Friday as moderate to heavy rains brought by Tropical Storm Basyang continued to affect the region, prompting local officials to prioritize public safety. Southern Leyte Governor Damian Mercado ordered the suspension of classes at all
