(UPDATE) MASINLOC, Zambales — Masinloc Mayor Arsenia Lim, who is running for vice mayor in the coming polls, was issued a show cause order by the Commission on Elections for allegedly violating Comelec Resolution 11116, or the Anti-Discrimination and Fair Campaigning Guidelines.
The order, dated May 9, 2025, was signed by Sonia Be Wee-Lozada, director and head of the Task Force on Safeguarding Against Fear and Exclusion in Elections (Safe). Al-so included in the complaint is Masinloc administrator Glenn Elayda.
Based on the complaint, Lim conducted a campaign on April 4 in Barangay North Poblacion, Masinloc, where Elayda served as the emcee. During the said caucus, Lim and Elayda made inappropriate and offensive remarks against rival party candidates.
Copies of the video taken during the caucus were shared to Task Force Safe but the links to the posts on social media had already been taken down.
"However, complainants were able to submit video evidence," the order said.

The order alleged that Lim called one of the candidates vying for a seat in the municipal council as "demonyo" (demon) while calling vice mayoral candidate Desiree Edora as "mas mahiba" (greedier) compared to the former mayor.
Elayda was accused of describing mayoralty candidate Pedro Enciso as "iika-ika" (limping) and is unable to climb the stairs, a disparaging remark against a person with disa-bility.
"In our view, the foregoing utterances and/or acts constitute possible violations of Section 261 (e) of the Omnibus Election Code (Batas Pambansa Bilang 881, as amended), as implemented by Comelec Resolution No. 11116," Lozada wrote.
Because of the remarks made against opponents in the May 12 election, Mayor Lim was ordered to show cause in writing within three days to explain why a complaint for elec-tion offense and or a petition for disqualification should not be filed against her.
The Manila Times tried to get Lim's side but was unable to reach the mayor for comments.
