MANILA, Philippines — Heckling will not be allowed during debates relative to the upcoming midterm elections.

Under the Commission on Elections (Comelec)‘s new guidelines on conducting debates, fora and interviews promulgated on Feb. 17, organizers must ensure a safe and controlled environment to instill a sense of professionalism.

“Implementation of protocols regarding security shall be strictly followed, hence, there shall be no heckling or violence during the event,” the Comelec stressed. 

The poll body also directed event organizers to ensure that topics to be discussed are not trivial, and to inform them at least one week before the scheduled event.

Additionally, organizers must also ensure that all bonafide candidates are invited, accommodated, well represented and treated equally and impartially.

The number of family members and supporters brought by each candidate must be equal, the Comelec said.

“Setting of the venue and attire of moderators or hosts are neutral to eliminate the idea of bias, favoritism or suggest any political associations or affiliations,” the commission noted.

Further, the Comelec reminded debate organizers to secure the necessary permits and that such events should be at no cost to the commission.

If invited, the Comelec will only be an observer or guest, therefore a disclaimer should be present that the views and opinions expressed by candidates and moderators do not reflect those of the commission.
