MANILA, Philippines — A P400-million lump-sum payment was allegedly delivered in one go to former Department of Public Works and Highways engineer Brice Hernandez by SYMS Construction owner Sally Santos.

Santos detailed the claim on Wednesday, April 8, at the Sandiganbayan during her testimony at the bail hearing of Hernandez, former lawmaker Bong Revilla and other co-accused in the malversation case concerning the alleged P92.8 million ghost flood control project in Pandi, Bulacan.

According to Santos, the transaction was part of their arrangements for various infrastructure projects during the 2024-2025 period.

Santos said that while she typically delivered funds to Hernandez in installments, her largest single transaction exceeded P400 million.

To facilitate this massive payout, she contacted a Landbank branch in advance; even with prior notice, the withdrawal process took five hours to complete.

When the anti-graft court asked how much she had given to Hernandez, she said that he had received P1.72 billion from the P1.8 billion the government paid to SYMS Construction for 42 projects.

The rest of the amount went to her as royalty fees, according to Santos.

Santos is one of the contractors implicated in the alleged anomalous flood control projects.

She is considered a state witness in the flood control cases before the Department of Justice. According to the DOJ, on March 31, Santos returned funds worth P20 million to the government as part of her agreement to be a state witness.
