Despite fuel excise tax suspension
MANILA, Philippines — The Bureau of Customs (BOC) has logged its highest April collection in history, raking in P86.4 billion despite the government’s move to suspend excise tax on kerosene and liquefied petroleum gas (LPG), in response to a national energy emergency.
Latest data showed that the BOC revenue haul exceeded the P78.6-billion goal for the month by nearly 10 percent, resulting in a P7.8 billion surplus. The figure was also 15.7 percent higher annually.
President Marcos implemented a three-month suspension of fuel excise taxes on LPG and kerosene, which began in the latter half of April to curb rising oil costs.
This has tempered affected revenue streams.
Despite this, the January to April collections now stood at P325.81 billion, up by 3.5 percent from its P314.66 billion target.
This also represented a 6.4-percent increase over the same four-month period in 2025.
The BOC also registered its fourth surplus this year after missing its annual target in 2025 amid a rice import ban and weak import volumes.
“This is our highest year-to-date surplus on record for the last 10 years, and it reflects the discipline, integrity and consistency of our personnel across all ports,” BOC Commissioner Ariel Nepomuceno said.
“Even in the face of global uncertainties and policy shifts that affect our revenue base, we continue to deliver results that directly support government programs and national development,” he added.
The BOC said this reflected a strong start toward its P1.003-trillion target for 2026.
The agency added that consistent performance is boosted by enhanced valuation practices, improved monitoring systems and continued digitalization of customs processes, aligned with Nepomuceno’s “Integrity, Accountability and Modernization Program.”
