THE Department of Budget and Management (DBM), led by Secretary Amenah "Mina" Pangandaman, successfully led the Stakeholder Engagement and Consultation for Meaningful Integration of the National Government-Local Government Units Agenda (SEC-MINA) in Cebu City on Feb. 26, 2025.

The event served as a crucial platform for local government units (LGUs), civil society organizations (CSOs), local planning and development coordinators (LPDCs) and national government representatives to enhance collaboration, align national and local priorities and advance participatory governance.

"Prosperity is not the work of one, but the effort of many. It is built through collaboration, shared responsibility, and a united vision for progress," Pangandaman emphasized in her keynote speech.

"As a former local chief executive, President Ferdinand Marcos Jr. understands the importance of citizens and LGUs in national development. One key solution to achieving our Agenda for Prosperity is devolution. The concept empowers our local government units to have the resources, autonomy, and capability to serve their communities effectively," added the Budget Secretary on the significance of advancing the government's vision for stronger local governance.

Through interactive sessions, participants raised critical challenges such as waste management, senior citizen support, agricultural and fisheries development, teenage pregnancy prevention, and local political coordination.

The DBM chief addressed these concerns by citing relevant laws and programs designed to provide solutions and support for local government units.

She also highlighted the availability of the Local Government Support Fund to help LGUs establish Materials Recovery Facilities for efficient waste management and implement agriculture-related projects.

"With the proper implementation of devolution and strengthening the capacity of our local government units, civil society organizations, and LPDC members, we want our country na maging Maunlad, Inklusibo, Napapanahon, at Angat ang ating bansa (Prosperous, Inclusive, Up-to-date, and Uplifted)," she concluded.

The SEC-MINA engagement is one of the capacity development initiatives of DBM to promote participatory governance and evidence-based policymaking.
