Controversial government contractor Sarah Discaya answers senators' questions at the Blue Ribbon Committee hearing into anomalous infrastructure projects on Sept. 8, 2025.

MANILA, Philippines — Instead of feeling sorry for her family, contractor Sarah Discaya should pity the people who continue to suffer from the substandard and ghost flood control projects, which she and her husband Curlee created, Public Works Secretary Vince Dizon said.
Dizon clapped back at Discaya for her interview aired over ABS-CBN News on Thursday, wherein the contractor said she is worried for her children.
“What I cannot understand is, she only feels sorry for her family. She should also feel sorry for all the people they victimized,” he said in Filipino. “The people who got flooded in Bulacan, the people being flooded in Davao Occidental who needed their school there and the houses there.”
Discaya voluntarily surrendered to the National Bureau of Investigation after President Marcos announced that her arrest is imminent, after criminal cases were filed against her in connection with an anomalous flood project in Davao Occidental.
Her husband, meanwhile, is detained at the Senate after he was cited in contempt.
Dizon criticized Discaya after she insisted she is innocent of the crimes being hurled against her, and that she is only a victim.
Citing the results of the government’s investigation, Dizon said the evidence against Discaya is strong and that she would end up in jail.
“She should explain herself to the court. Our evidence against her is strong,” he said.
No security risk
Discaya faces no risk to her safety, according to Interior Secretary Jonvic Remulla.
Remulla lauded Discaya’s decision to surrender, adding they never viewed her as dangerous.
“We don’t believe there is a risk. It’s good that she surrendered instead of us having to find her,” he said in a statement.
Remulla said Discaya’s voluntary surrender reflects accountability and helps ensure a smoother legal process.
“It showed good faith on her part, I’m sure the court will consider,” he said.
Remulla urged others with pending cases to also surrender, stressing it is better than evasion and reflects respect for the law.
On claims Discaya’s surrender is part of a legal strategy, Remulla said it is up to the courts whether they will view her actions favorably.
