'We are shifting gears to accelerate reform. Secretary Dizon goes to DOTr to fix the daily commute. Secretary Lopez goes to DPWH to make sure the reforms there last,' says President Ferdinand Marcos Jr.

MANILA, Philippines – Vince Dizon is leaving the Department of Public Works and Highways (DPWH) a little over a year after President Ferdinand Marcos Jr. tapped him to lead the agency and address corruption concerns.

He is returning to the Department of Transportation (DOTr), which he previously headed.

DOTr Secretary Giovanni “Banoy” Lopez, meanwhile, will take over the DPWH. Lopez was appointed as DOTr chief after the post was vacated by Dizon in September 2025.

“We are shifting gears to accelerate reform. Secretary Dizon goes to DOTr to fix the daily commute. Secretary Lopez goes to DPWH to make sure the reforms there last. Lahat ng ito, para bumilis at gumaan ang serbisyo ng gobyerno para sa ating mga kababayan,” Marcos said, as relayed by residential Communications Secretary Lino Cayetano in a press briefing on Monday, October 26.

(All of this is to make government services faster and more accessible for our fellow Filipinos.)

Cayetano said Dizon is returning to the DOTr with the President’s “full confidence” and a mandate to make daily commutes easier, shorten queues at the Land Transportation Office (LTO), and get rid of fixers.

At the DPWH, Cayetano said, Dizon had opened thousands of projects to public scrutiny, pushed for the completion of long-unfinished projects, and begun reforms aimed at addressing corruption.

Meanwhile, Cayetano said Lopez, a lawyer and certified public accountant, will be tasked with institutionalizing these reforms by establishing rules, processes, and systems designed to ensure they endure.

In September, Dizon’s appointment was questioned by Senator Imee Marcos, as his appointment has yet to be confirmed by the Commission on Appointments.

Dizon has been candid that he wanted to vacate his post as DPWH secretary.
