BONTOC, Mountain Province , Philippines — Complaints have been filed against a former official of the Department of Public Works and Highways (DPWH) in the Cordilleras and a contractor in connection with the delayed completion of a flood-control project in Mountain Province.
The complaint against former DPWH-Cordillera chief Khadaffy Tanggol and the MG Samidan Construction was filed before the Office of the Ombudsman on April 10 by anti-corruption advocate Juniper Dominguez.
Tanggol is currently assigned at the DPWH-Bicol.
Also included in the complaint were the contractor’s representative, members of the DPWH-Cordilleras’ bids and awards committee, project signatories and auditors linked to the project implementation.
The P96.4-million flood control project in Barangay Masablang, Paracelis was awarded to MG Samidan Construction on June 10, 2024 and was expected to be completed by the early part of 2025.
Dominguez accused the respondents of technical malversation, graft, dishonesty and falsification of documents, citing possible violation of anti-corruption and government procurement laws.
He alleged that work on the flood control structure only began in December 2025, and was still ongoing as of April 2026.
The complainant questioned several project expenditures including fees for mobilization, safety measures, tree removal and construction materials, raising concerns over how the amounts were computed.
Dominguez wanted to clarify if proper material testing was conducted or additional funding would still be required due to the delay.
