DSWD warns ‘epal’ politicians: Aid to reach people even without you

MANILA, Philippines — Social Welfare Secretary Rex Gatchalian on Monday warned politicians who engage in “epal” practices during aid distribution that they will either have to leave the payout sites or the activity will be halted. He made the remarks as he vowed that the Department of Social Welfare and Development (DSWD) will take stronger
