MANILA, Philippines — Former DPWH Undersecretary Maria Catalina Cabral was found unconscious along the Bued River below the Kennon Road highway in Tuba, Benguet on December 18, according to the Benguet Police Provincial Office.
Cabral is one of the officials who faces allegations of facilitating budget insertions or "allocables" through the NEP and has been recommended for administrative charges.
Former DPWH Undersecretary Roberto Bernardo also claimed Cabral had taken part in the kickback scheme that benefitted lawmakers and public officials through substandard and ghost flood control projects.
The Independent Commission for Infrastructure issued a subpoena last week for Cabral to attend its hearings, but she hasn't appeared since. — Dominique Nicole Flores and Ian Laqui
