MANILA, Philippines — A former Army soldier tagged as the leader of a group engaged in contract killing was arrested in Roxas, Oriental Mindoro on Thursday.
Noel Manuel was collared by police officers in Barangay Odiong at around 1:55 p.m. He is reportedly a former member of the Army’s special action force.
PNP chief Gen. Jose Melencio Nartatez Jr. said the arrest of the suspect is a major blow to the crime group.
