MANILA, Philippines — President Ferdinand Marcos Jr. on Tuesday, December 9, announced that the Court of Appeals (CA) has issued a freeze order against two lawmakers—Congressmen Eric Yap and Edvic Yap.
The companies with alleged ties to the Yap brothers, the Silverwolves Construction Corp. and Sky Yard Aviation Corp. were also issued freeze orders. The Ombudsman has named Eric Yap as one of the beneficial owners of Silverwolves. Both Yaps were also said to have accepted P70 million from the Discaya couple.
The Silverwolves is the firm behind the substandard La Union flood control project, where “prop” pipes were used to make it appear that the project was complete.
“May mahigit P16 billion na ang pumasok sa mga transaksyon ng Silverwolves mula 2022 hanggang 2025 na karamihan ay may kaugnayan sa mga flood control project ng DPWH (Department of Public Works and Highways),” Marcos said in a recorded video statement.
(More than P16 billion entered the transactions of Silverwolves from 2022 until 2025. These are mostly linked to the DPWH’s flood control projects.)
A total of 289 bank accounts were frozen, Marcos said. Other than this, 22 insurance policies, three securities accounts and eight air assets connected with Sky Yard were also frozen.
“Kailangan natin ng mga freeze order na ito para hindi maibenta ang mga ari-arian at para maibalik natin sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw,” Marcos said.
(This freeze order is needed so that these assets are not sold and so that every peso suspected of being stolen from our citizens will be returned.)
Marcos also said that eight DPWH officials from Davao Occidental have signified their intent to surrender to the NBI to face the cases they were charged with.
The Ombudsman had previously announced that it planned to file graft and malversation charges against several DPWH officials implicated in a P96.5-million ghost project in Davao Occidental.
