THE Government Service Insurance System (GSIS) gathered leaders from government agencies, state universities and partner institutions for a stakeholders’ dialogue focused on improving service delivery and strengthening member engagement at Sequoia Hotel Manila Bay on June 25, 2025.

GSIS President and General Manager Jose Arnulfo “Wick” Veloso led the dialogue, stressing that member feedback is driving reforms in the pension fund.

“Every new step we take begins with what our members tell us. That’s how we make our services better,” he told the participants.

Veloso reported that 99 percent of GSIS transactions are now done online mainly due to the rollout of digital tools such as the GSIS Touch mobile app, facial recognition for pensioners and digital hubs in branch offices.

These innovations have significantly cut processing times and eliminated long queues.

He also shared updates on GSIS’ financial assistance programs.

The Ginhawa Max Loan Buyout now requires only a letter of intent from the agency head, allowing quicker access for members.

GSIS has disbursed a combined total of P413.4 billion in loans covering 1.9 million approved applications of members under its Ginhawa Flex and Ginhawa Lite programs.

To assist members facing payment difficulties, GSIS has also implemented a penalty condonation scheme using simple interest computation.

On housing, Veloso cited the success of the Lease-With-Option-to-Buy program, which has enabled over 4,000 families to secure affordable homes.

Nearly 2,000 borrowers have also benefited from the Housing Accounts Remedial and Condonation Program, helping them avoid foreclosure.

GSIS also continues to expand non-life insurance coverage, now protecting over 130,000 public school buildings under its National Indemnity Insurance Program.

“We’re not just cutting lines or paperwork. We’re making real changes that ease the financial burdens of our members,” Veloso said.

The event featured presentations from UP Manila Chancellor Michael Tee and Credit Information Corporation’s Lillian Leslie Ortiz-David, who emphasized the value of collaboration in strengthening public service.

GSIS also recognized government agencies that made the highest payments toward long-overdue social insurance premiums.

The dialogue concluded with an open forum.
