ILOILO CITY — Iloilo City has started construction of the P2.54-billion condominium complex, a flagship housing initiative under the Pambansang Pabahay Para sa Pilipino (4PH) program.
The Uswag 4PH Condominium Complex will rise in Barangay San Isidro, Jaro District. The groundbreaking ceremony was held on May 9.
Mayor Jerry Treñas emphasized the project's importance in providing affordable housing and creating a more inclusive and progressive city.
"We are transforming a new ground for another livable community, bringing progress in the lives of the dreaming Ilonggo families to finally have their own home. The Uswag 4PH Condominium Complex shows that progress is not just for a few but for all," he said.
The housing initiative will have 13 ten-story buildings, each housing 129 units, totaling 1,677 residential units. Unit sizes range from 24 to 27 square meters, with prices between P1.53 million and P1.71 million.

The complex will also include amenities such as a multipurpose hall, basketball court, pavilion, swimming pool, parks and playground, pe-rimeter fence, guardhouse, and a materials recovery facility.
Targeted for completion in 2030, the housing units will be available to informal settler families, minimum wage earners, families relocated from high-risk and disaster-prone areas, and other underprivileged residents from the city and province of Iloilo.
The project is a joint venture agreement between the city government and EON Realty and Development Corp.
The city government provided the land, while construction will be undertaken by EON at no cost to the city. Payments for the units will be made directly to the Pag-IBIG Fund.
Treñas said that the city secured a loan from the Development Bank of the Philippines to acquire the land shortly after President Ferdinand Marcos Jr. declared housing a national priority.
Peter Jason Millare, head of the Iloilo City Local Housing Office, said that this is the country's first joint venture to fully comply with the new-ly enacted Public-Private Partnership Code.
The signing of a memorandum of agreement between the city, the Department of Human Settlements and Urban Development, and Pag-IBIG was held in April 2024, and the issuance of a Notice of Award to EON Realty in March 2025.
