MANILA, Philippines — The International Criminal Police Organization (Interpol) has issued a red notice against Maria Francesca “Mica” Tan, marking the latest development in efforts by authorities to bring her back to the country to face charges linked to an alleged large-scale investment scheme. The Securities and Exchange Commission (SEC) on Thursday said the red
