MANILA, Philippines — Kiyapo has developed into a tropical depression, bringing rains across Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said yesterday.

Tropical cyclone wind signal No. 1 was raised in Batanes, Cagayan including Babuyan Islands, Isabela, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Ilocos Norte, Ilocos Sur, the northern portion of Aurora, northern portion of Nueva Vizcaya, northern portion of Quirino and northern portion of Benguet.

Orange rainfall warning, or 100 to 200 millimeters of rain, is raised in Abra and Ilocos Sur until tomorrow afternoon.
