MANILA, Philippines — Labor education will be part of the National Service Training Program (NSTP) beginning Academic Year 2026-2027, according to the Commission on Higher Education.
CHED chairperson Shirley Agrupis, Technical Education and Skills Development Authority (TESDA) Secretary Francisco Benitez and Department of Labor and Employment (DOLE) officer-in-charge Benedicto Ernesto Bitonio Jr. on Tuesday signed the implementing rules and regulations of Republic Act 11551 or An Act Integrating Labor Education in the Tertiary Education Curriculum.
“The closest target is the first semester of (AY) 2026-2027. Because you know, we are talking about 13,000 academic degree programs. So, for the freshmen who will enter the first semester, 2026-2027, we will integrate (labor education) in the NSTP as a special lecture,” Agrupis said at a press conference following the ceremonial signing.
She added that CHED is coordinating with TESDA and the DOLE to ensure that labor education will also be taught in higher years.
“The DOLE and TESDA will train as many trainers as possible so that we can cascade to higher education institutions, and we are cascading to less than 2,000 HEIs and 5.4 million students,” she said.
According to her, teaching labor education in college will ensure that graduates will enter the workforce with a clearer understanding of how it operates.
Rallies
Police units in the country are on heightened alert starting today as part of security measures for rallies in observance of Labor Day tomorrow.
Philippine National Police spokesman Brig. Gen. Randulf Tuaño said the PNP’s heightened alert status starts at around 12:01 a.m. and will last until Saturday.
The PNP will deploy over 106,000 police personnel to secure the country while labor and activist groups hold their rallies. — Emmanuel Tupas
