MANILA, Philippines – The Metropolitan Manila Development Authority (MMDA) has announced the list of roads where the no contact apprehension policy (NCAP) will be implemented again.

On Saturday, May 24, the MMDA announced that it will implement the NCAP along circumferential and radial roads under its jurisdiction starting Monday, May 26.

Under the NCAP, the MMDA and local government units (LGUs) will apprehend drivers and motorists who violate traffic rules through the use of closed-circuit television cameras located along the capital’s major roads.

Below is the list of roads where the policy will take effect once more:

  • C1 – Recto
  • C2 – Mendoza, Pres. Quirino Ave.
  • C3 – Araneta Ave.
  • C4 – EDSA
  • C5 – C.P. Garcia, Katipunan Ave., Tandang Sora
  • R1 – Roxas Blvd.
  • R2 – Taft Ave.
  • R3 – South Superhighway
  • R4 – Shaw Boulevard
  • R5 – Ortigas Ave.
  • R6 – Magsaysay Blvd., Aurora Blvd.
  • R7 – Quezon Ave., Commonwealth Ave.
  • R8 – A. Bonifacio
  • R9 – Rizal Ave.
  • R10 – Del Pan, Marcos Highway, McArthur Highway

The upcoming implementation of the policy comes after the Supreme Court (SC) partially lifted the temporary restraining order (TRO) against the policy on May 20. This was in response to the Office of the Solicitor General’s move asking the SC to lift the TRO “amid rising traffic violations and accidents in Metro Manila.”

Suspended in 2022, Metro Manila LGUs and the MMDA launched the NCAP to enforce traffic rules with traffic management technology. Under it, LGUs and MMDA used advanced camera systems operated by computer vision artificial intelligence.

However, two petitions were filed with the SC challenging the NCAP’s legality. One of the petitioners, Kilusan sa Pagbabago ng Industriya ng Transportasyon, Inc., said there was no law creating the NCAP and that the policy violated due process.

The SC has yet to decide on the NCAP-related petitions but it already finished oral arguments in 2023. – Rappler.com
