MANILA, Philippines — The House Committee on Justice is set to continue its hearing on the impeachment complaints against Vice President Sara Duterte on Wednesday, April 29, as lawmakers move closer to determining probable cause.
The panel is expected to proceed despite multiple legal challenges, including a complaint filed by the Vice President’s husband, lawyer Manases “Mans” Carpio, before the Quezon City Prosecutor’s Office.
Carpio has accused lawmakers, officials of the Anti-Money Laundering Council (AMLC) and Bangko Sentral ng Pilipinas Gov. Eli Remolona Jr. of alleged violations of the Bank Secrecy Law, Data Privacy Act and Anti-Money Laundering Act over the disclosure of bank records during earlier hearings.
House justice committee chair Rep. Gerville Luistro said the panel will continue its proceedings and may vote on whether there is probable cause to impeach the vice president.
During the April 22 hearing, the AMLC reported that bank transactions totaling P6.7 billion were recorded under the names of Duterte and Carpio, covering both “covered and suspicious transactions.”
Of the total, P3.7 billion was attributed to the vice president, while P2.998 billion was linked to Carpio—figures lawmakers said do not appear in Duterte’s Statements of Assets, Liabilities and Net Worth (SALN) from 2019 to 2024.
Lawmakers are expected to further examine the records as part of their determination of probable cause.
The Bureau of Internal Revenue has also blocked the House panel from opening income tax return documents, citing proper procedure requiring executive session disclosure.
Aside from the Carpio complaint, three petitions have also been filed before the Supreme Court seeking to stop the impeachment proceedings.
