MANILA, Philippines – The Commission on Elections (Comelec) is proclaiming the winners of the 2025 party-list race in a ceremony at the Manila Hotel on Monday, May 19.

A party-list group must secure at least 2% of the total votes to be guaranteed a seat in Congress. The Comelec, however, may allocate seats to groups that fall below this threshold, in order to fill the 20% quota of party-list representation in the House. This quota is equivalent to 63 seats, according to Comelec Chairman George Garcia.

Garcia said on Monday morning that there are a total of 54 winning party-list groups. Three of these groups are entitled to three seats each based on the election results, and three other groups will be granted two seats each. The rest of the winning groups will have one seat each.

But the Comelec has decided to suspend the proclamation of two groups with pending cases. Garcia did not disclose the groups’ names yet, but said that one of them won three seats and the other won one seat.

Based on the national certificate of canvass, the top three groups are Akbayan (2,779,621 votes or 6.63%), Duterte Youth (2,338,564 or 5.57%), and Tingog (1,822,708 or 4.34%). Duterte Youth faces at least two cases which seek to void its registration.

Rounding out the top 10 are 4Ps (1,469,571 or 3.50%), ACT-CIS (1,239,930 or 2.96%), Ako Bicol (1,073,119 or 2.56%), Uswag Ilonggo (777,754 or 1.85%), Solid North (765,322 or 1.82%), Trabaho (709,283 or 1.69%), and Cibac (593,911 or 1.42%).

Ranking 11th to 20th are Malasakit@Bayanihan (580,100 or 1.38%), Senior Citizens (577,753 or 1.38%), PPP (575,762 or 1.37%), ML (547,949 or 1.31%), FPJ Panday Bayanihan (538,003 or 1.28%), United Senior Citizens (533,913 or 1.27%), 4K (521,592 or 1.24%), LPGMA (517,833 or 1.23%), COOP-NATCCO (509,913 or 1.22%), and Ako Bisaya (477,796 or 1.14%).

The party-list groups’ proclamation comes exactly a week after the May 12 midterm polls.
