LTO sets guidelines on temporary certificates of registration

MANILA, Philippines — The Land Transportation Office (LTO) said Wednesday that it is facing a shortage of security paper for official certificates of registration (CRs), leading the agency to issue guidelines for the use of temporary CRs. In a statement, the LTO said the shortage was caused by delivery delays from the National Printing Office.
