MANILA, Philippines — The Land Transportation Office (LTO) has summoned a 17-year-old rider involved in a motorcycle crash along Ayala Avenue in Makati on Sunday.

Two male runners, aged 36 and 34, suffered head injuries after the rider entered a supposed car-free zone at around 9 a.m., according to Makati police.

The LTO placed the motorcycle under alarm status and ordered the driver to surrender his license for a 90-day preventive suspension.

“What happened in Makati was a violation that put pedestrians using the road safely at risk. We will not let it slide,” LTO chief Markus Lacanilao said. “If there is a clear prohibition, there should also be clear compliance.”

Lacanilao ordered the rider to explain in a Sept. 8 hearing why he should not be held liable for reckless driving and disregarding traffic signs.

Makati hosts “Car-Free Sundays,” dedicating to pedestrians the entire 2.3-kilometer stretch of Ayala Avenue from 6 a.m. to 10 a.m. to give people a place to exercise.

According to Makati police, the minor thought he could cross Ayala Avenue since no barriers indicated otherwise.

Capt. Milfred Kamir Kayat, head of the Makati police traffic unit, said the victims have settled with the suspect.
