MANILA, Philippines (Updated; First published 2:49 p.m.) — Tropical Depression Luis and the southwest monsoon may bring heavy rain to Metro Manila and several Luzon provinces through Wednesday, with rainfall reaching 100 to 200 millimeters in Zambales, Bataan and Occidental Mindoro, PAGASA said Sunday.
Tropical Cyclone Wind Signal No. 1 remained in effect over parts of Bicol and Quezon as Luis moved northwestward over the Philippine Sea east of Aurora.
As of 4 p.m., the center of Luis was located 285 kilometers east of Baler, Aurora, closer than its position 400 kilometers east of Infanta, Quezon, at 10 a.m.
Luis maintained maximum sustained winds of 55 kph near the center and gusts of up to 70 kph. It was moving northwestward at 15 kph, with strong winds extending up to 160 kilometers from its center.
Signal No. 1 covered Polillo Islands, Camarines Norte, the northern portion of Camarines Sur and the northern portion of Catanduanes.
In Camarines Sur, the signal was in effect over Caramoan, Garchitorena, Lagonoy, Tinambac and Siruma.
In Catanduanes, it covered Pandan, Caramoran, Bagamanoc, Panganiban and Viga.
These areas may experience winds of 39 to 61 kph, with minimal to minor impacts to life and property possible. PAGASA said Signal No. 2 may still be raised.
Heavy rainfall this week
From Sunday until Monday afternoon, Luis may bring 50 to 100 mm of rain to Pangasinan, Cagayan, Isabela, Quirino, Zambales, Tarlac, Nueva Ecija, Bulacan, Aurora and Quezon.
From Monday afternoon until Tuesday afternoon, the same amount may fall over La Union, Pangasinan, Benguet, Isabela, Quirino, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, Bataan, Metro Manila, Cavite, Batangas and Rizal.
The southwest monsoon may also bring 50 to 100 mm of rain to Occidental Mindoro from Monday afternoon until Tuesday afternoon.
From Tuesday afternoon until Wednesday afternoon, Zambales, Bataan and Occidental Mindoro may receive 100 to 200 mm of rain due to the southwest monsoon.
During the same period, 50 to 100 mm may fall over La Union, Pangasinan, Benguet, Tarlac, Pampanga, Bulacan, Metro Manila, Cavite, Rizal, Batangas and Antique.
PAGASA said rainfall may be higher over mountainous and elevated areas. Its effects may also be worsened in places that have already received significant rainfall.

Luis is forecast to continue moving generally northwestward over the next 12 hours before turning east-northeastward for the rest of the forecast period.
The cyclone's center is expected to remain over the Philippine Sea based on the latest forecast track.
PAGASA warned, however, that a westward shift could bring Luis close to or over Northern or Central Luzon. The track may still change within the forecast confidence cone.
Luis may strengthen into a tropical storm within 24 hours while moving over the waters east of Central Luzon.
It is expected to remain a tropical storm only briefly before weakening as it turns east-northeastward.
Luis may weaken into a remnant low by Wednesday, Aug. 5, before being absorbed into the circulation of Typhoon Dolphin.
Strong gusts outside signal areas
The southwest monsoon and Luis' outer circulation may bring strong to gale-force gusts, particularly over exposed coastal and upland areas.
On Sunday, gusty conditions may affect Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Masbate, Sorsogon, Caluya Islands, Northern Samar, Samar, Biliran, Siquijor, Southern Leyte, Camiguin and Dinagat Islands.
On Monday and Tuesday, strong to gale-force gusts may affect most of Luzon and the Visayas, as well as Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental and Davao Oriental.
Moderate to rough seas with waves reaching up to 2.5 meters may affect the eastern seaboard of Davao Oriental.
Waves of up to 2 meters may affect the seaboards of Isabela, Surigao del Sur and Davao Occidental; the eastern seaboards of Cagayan, Catanduanes and Northern Samar; the northern seaboards of Aurora, Camarines Norte, Camarines Sur and Catanduanes; and the remaining seaboard of Davao Oriental.
PAGASA advised operators of motorbancas and similarly sized vessels to take precautions and, when possible, avoid sailing under these conditions.
