MANILA, Philippines — Manila Mayor Isko Moreno on Monday announced the release of over P143 million in long-delayed funding for the city’s 896 barangays, clearing backlogs spanning more than two years.

The release covers the barangay clearance share from January 2023 to September 2025, the Barangay Development Fund for fiscal year 2025 and the 30-percent share of real property tax collections from July to November this year.

Moreno said the barangay clearance share represents revenues that barangays are legally entitled to under a city ordinance passed during his earlier term, which aligned the city with the Anti-Red Tape Act and the Ease of Doing Business Law.

City treasurer Paul Vega said the shift to a fully online business permit system called Go Manila eliminated the need for applicants to secure clearances directly from barangays, resulting in centralized collections that were not remitted for years.

Moreno also approved the release of the Barangay Development Fund, set at P12,000 per barangay for 2025.

While modest, the allocation is intended to support basic operational needs and small-scale community programs across all barangays.

The release of the barangays’ 30-percent share of real property tax collections, a mandated entitlement under the Local Government Code, covers July to November 2025.
