MANILA, Philippines – MaroonStudios CEO James Mendoza took the stage as a keynote speaker at the National Information and Communications Technology (NICT) Summit 2026, addressing an audience of over 200 government chief information officers (CIOs) and public sector tech leaders. His address, titled "From Compliance to Confidence: Advancing Sovereign, Secure and AI-Ready Government Infrastructure," outlined a definitive roadmap for the digital future of Philippine governance.

Mendoza’s keynote emphasized a critical paradigm shift in public sector computing: moving away from borderless, one-size-fits-all public clouds toward robust digital sovereignty. Citing global statistics that point to $100 billion being committed to sovereign compute infrastructure and a 75% enterprise workload trend toward "geopatriation," Mendoza underscored that keeping data within local borders is no longer a mere compliance checkbox, but a national imperative.

A sovereign foundation for AI-ready governance

To address the unique, high-stakes challenges faced by Philippine government agencies—ranging from data residency to maintaining public service continuity during typhoon season—Mendoza introduced a powerful, unified infrastructure ecosystem:
