His address, titled "From Compliance to Confidence: Advancing Sovereign, Secure and AI-Ready Government Infrastructure," outlined a definitive roadmap for the digital future of Philippine governance.

Mendoza’s keynote emphasized a critical paradigm shift in public sector computing: moving away from borderless, one-size-fits-all public clouds toward robust digital sovereignty. Citing global statistics that point to $100 billion being committed to sovereign compute infrastructure and a 75% enterprise workload trend toward "geopatriation," Mendoza underscored that keeping data within local borders is no longer a mere compliance checkbox, but a national imperative.

A sovereign foundation for AI-ready governance

To address the unique, high-stakes challenges faced by Philippine government agencies—ranging from data residency to maintaining public service continuity during typhoon season—Mendoza introduced a powerful, unified infrastructure ecosystem:
