MANILA, Philippines — Power giant Manila Electric Co. (Meralco) has attracted 15 prospective bidders for its planned procurement of baseload supply totaling 200 megawatts (MW).
The generation companies, which offered a combined capacity of 725 MW, have expressed their interest following the opening of the competitive selection process (CSP) last month.
Lawrence Fernandez, chairman of Meralco’s bids and awards committee for power supply agreements (PSAs), said the strong interest underscores confidence in Meralco’s procurement process.
The four-year PSA resulting from this auction will help Meralco meet its obligations under the Renewable Portfolio Standards, a policy mechanism that requires utilities to source a portion of their supply from eligible renewable plants.
The pre-bid conference for this CSP is scheduled on Jan. 15, while the deadline for bid submissions is set on Feb. 16.
“We look forward to receiving competitive and compliant bids that will support our efforts to deliver reliable, sustainable and least-cost electricity to our customers,” Fernandez said.
Based on Meralco’s approved Power Supply Procurement Plan, the baseload supply is targeted to begin delivery on Jan. 26. However, delays in government approval could push back the start of the PSA.
The Department of Energy, in fact, only issued the certificate of conformity for Meralco’s proposed CSP last month.
Under DOE guidelines, distribution utilities like Meralco are required to procure power supply through competitive bidding to ensure electricity is delivered to end-users at the least cost.
“As a highly regulated entity, Meralco remains fully committed to upholding the highest standards of transparency, fairness and regulatory compliance throughout the CSP,” Fernandez said.
Meralco, the country’s largest power utility, serves over eight million customers in Metro Manila and nearby provinces.
