The Metropolitan Manila Development Authority (MMDA) cautioned the public against a circulating unofficial link online claiming to let users check for violations under the No Contact Apprehension Program (NCAP).

MANILA, Philippines — Following the resumption of the No-Contact Apprehension Policy on Monday, the Metropolitan Manila Development Authority (MMDA) warned the public against a fake online link claiming to be a website for verifying NCAP violations.
In a social media advisory, the MMDA clarified that the circulating link labeled “May Violation Ba?” (Is there a Violation?) is not official and advised motorists against using the website and entering their vehicle plate numbers.
The agency also advised the public to remain vigilant and critical of online sources, noting that the official NCAP website is still being finalized and is expected to be launched next week.
Meanwhile, MMDA Chairman Romando Artes announced yesterday 1,000 additional closed-circuit television (CCTV) cameras equipped with artificial intelligence (AI) will be installed along key Metro Manila roads to expand NCAP coverage.
The cameras will be deployed along EDSA, C5, Commonwealth Avenue, Ortigas Avenue, Roxas Boulevard and Mabuhay Lanes to monitor traffic violations more effectively.
MMDA Traffic Enforcement Group director Victor Nuñez confirmed the rollout, emphasizing that the added surveillance will help address blind spots and reduce the need for physical enforcement.
“We’re in the process of putting up more CCTV with AI capabilities in order to expand the range or coverage because there are some areas lacking… we should augment the presence of our enforcers in the area,” he said.
Nuñez noted that NCAP promotes compliance with traffic rules by reducing opportunities for bribery and human error.
He added that the policy is enforced 24/7, with three shifts of MMDA personnel monitoring traffic from the agency’s command center.
Improved compliance and fewer number coding violations have been observed in areas covered by NCAP.
NCAP uses cameras and digital systems to apprehend violators remotely and was reinstated after the Supreme Court partially lifted a temporary restraining order, allowing only the MMDA to implement the policy.
Authorities hope the expanded AI-enabled surveillance will result in safer roads and more disciplined driving behavior throughout the capital region.
‘Violations down’
On the first day of NCAP implementation on Monday, the MMDA recorded 1,112 violations, compared to the 3,982 violations recorded the previous Monday, May 19.
The traffic infractions include inappropriate use of the EDSA bus lane, motorcycle lane violations along Commonwealth Avenue, disregarding traffic signs and loading/ unloading violations.
“We were monitoring violators even before the temporary restraining order was partially lifted on NCAP, so we saw a 2,800 reduction in violators, which is significant as we prepare for the EDSA rebuild in June 13,” Nuñez said.
NCAP probe pushed
Rep. Ramon Rodrigo Gutierrez of 1-Rider party-list yesterday filed a resolution seeking an inquiry into the NCAP re-implementation, citing multiple unresolved issues that have caused confusion and frustration among motorists, particularly motorcycle riders.
Gutierrez said the NCAP is beset with unclear guidelines on vehicle ownership transfers, inconsistent enforcement and persistent complaints about unclear road signages.
“The intention behind NCAP is commendable, but the lifting of the TRO (temporary restraining order) does not cure the existing problems. Its current implementation is flawed and unfairly impacts our motorists. We need clear road signages, transparent ownership transfer processes and a system that respects due process to ensure fairness,” Gutierrez said in his resolution.
